The Government of Khyber Pakhtunkhwa, through its Elementary & Secondary Education Department (E&SED) and the Human Capital Investment Project (HCIP), invites Expressions of Interest (EOIs) from highly qualified and experienced consulting firms for a key assignment under the World Bank–financed project.
The selected consulting firm, under this Request for Expressions of Interest, will be responsible for implementing a comprehensive Gender-Based Violence (GBV) prevention, Menstrual Health and Hygiene (MHH), and social safeguards awareness program across schools and communities in the province.
Through this Request for Expressions of Interest, the assignment aims to strengthen protective environments for children, promote gender equality, and enhance community engagement in educational settings.
Interested firms responding to this Request for Expressions of Interest must demonstrate relevant experience, technical expertise, and the capacity to effectively deliver large-scale awareness and protection initiatives.
This Request for Expressions of Interest seeks qualified consulting firms with proven expertise in GBV prevention, MHH interventions, and community-based social safeguard programs within the education sector.

The consulting firm will deliver a multi-dimensional program to safeguard children and adolescents from GBV risks while promoting mental health, gender equity, and safe school environments.
Scope of Services (Key Components):
Community Engagement & Awareness: Design and implement awareness campaigns in schools and communities to prevent GBV, encourage gender-sensitive behavior, and support mental health initiatives.
MHH and WASH Support: Manage the distribution of 50,000 MHH kits to adolescent girls in 200 schools across designated districts, including training sessions and awareness activities.
Feedback Mechanisms: Establish confidential, functional reporting systems for GBV incidents and provide follow-up support, capacity building, and corrective actions.
Capacity Building & Training: Conduct comprehensive training for teachers, students, community leaders, and contractors on GBV, child safeguarding, and gender-sensitive practices.
Safeguards Compliance: Strengthen accountability and monitoring mechanisms for GBV, SEA/SH, and VAC in coordination with E&SED and HCIP, ensuring victim-centered and confidential processes.
Consulting Firm Requirements:
Firms must demonstrate relevant experience, organizational capacity, and technical expertise to qualify for shortlisting. Request for Expressions of Interest Evaluation criteria are based on a total of 100 marks, reflecting technical and organizational capabilities, past performance, and sector-specific experience.

Submission Guidelines and Selection Method
I. Selection Process
The consulting firm will be selected following the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 & November 2020). This Request for Expressions of Interest (REOI) is issued to invite qualified consulting firms to indicate their interest in providing the required services. The process ensures compliance with the World Bank’s policies, including conflict of interest rules.
II. Partnership and Joint Venture (JV) Guidelines
Under this Request for Expressions of Interest (REOI), consultants may collaborate with other firms to enhance their qualifications. Such collaborations must be clearly identified as a Joint Venture (JV) or a sub-consultancy. In a JV, all partners will be jointly and severally liable for fulfilling the contract. The JV agreement should clearly specify that no more than two (02) partners are involved.
III. Submission Procedure
In response to this Request for Expressions of Interest (REOI), interested firms must submit their Expressions of Interest (EOIs) along with supporting documentation in quadruplicate—one soft copy and three hard copies—clearly labeled and delivered in written form.
Application Deadline: December 02, 2025, by 1600 Hours (4:00 PM).
